HTML range input value off by 1

As per the docs:

Only values which are a whole number of steps from the step base are valid.

Therefore as your base (min value) is 4 and your step size is 5, only values 4, 9, 14, 19, 24, 29, etc... Are valid. And 24 is the closest valid value to your desired value of 25.
